Steve Sanders, P.E., G.E. – President, Principal Engineer

Mr. Sanders is the founder and principal engineer at SAGE. He has over of professional geotechnical, civil, and structural engineering experience, with an emphasis on water resources and infrastructure projects. Mr. Sanders has performed numerous geotechnical investigations and provided engineering design services and/or principal oversight for dams, levees, water storage/conveyance structures, landslide stabilization systems, shoreline protection structures, earth retaining structures, and shallow/deep foundations. He has directed numerous water-related engineering projects for public agencies, including Placer County Water Agency, Contra Costa Water District, County of Sacramento Department of Water Resources, Turlock Irrigation District, and others. Mr. Sanders has acted as an expert technical reviewer, and has provided expert testimony for soil-related disputes and litigation. He is a registered professional engineer in California, Nevada, Washington, Colorado, and Arizona.

Mr. Sell has more than of professional experience in civil/structural engineering design, project management, and construction support for transportation, land development, environmental, and water resource projects throughout California and Nevada. He has worked effectively with clientele in both the public and private sectors, including federal, state, and county agencies; commercial and residential developers; architectural and engineering consultants; general and specialty contractors; insurance agencies; and individual homeowners. Mr. Sell’s experience includes projects in water/wastewater distribution and treatment (concrete basins, drying bed structures, pump houses, pipelines, underground vaults), environmental improvement (fish ladders, in-stream weir retrofit/replacement), land development (retaining walls, slope stabilization systems, SWPPs, landscape features, foundations, overland drainage structures), and transportation (rural roadways, storm drain structures, bridge abutments and revetment systems).


Darren Mack, P.E., G.E. – Engineering Group Manager, Associate Engineer

Mr. Mack has of professional experience in the geotechnical engineering field. He has provided geotechnical investigation, construction review and oversight, and project management for hundreds of public and private sector projects, including new/existing levee segments, hydropower facilities, roadway expansions, canal reconstruction, and single to multi-story building foundations. Mr. Mack is highly experienced in a wide variety of difficult ground conditions, from hard and strong rock to weak liquefiable soils. His technical areas of expertise includes geotechnical exploration program management; soil movement potential, including consolidation and expansive/compressible soil conditions; slope stability analysis; seepage analysis; capacity and estimated settlement for shallow and deep foundation systems; and evaluation of liquefaction and other seismic hazards.

Mr. Kennedy has of professional experience in engineering geology, and has evaluated geologic and seismic hazards for hundreds of public and private sector projects throughout California. These projects have required detailed geologic mapping, rock mass characterization, rockfall assessment, landslide evaluation, and/or earthquake fault study. Mr. Kennedy has been involved with numerous water resources projects, ranging from fault studies for proposed dams to borrow site assessments, outlet tunnel evaluations, and dam foundation investigations. In addition, Mr. Kennedy has extensive project management experience and has successfully guided numerous projects through site characterization, preparation of plans and specifications, and construction, including shoreline protection projects on the California coast.


William (Bill) Millhone, P.E. – Associate Engineer

Mr. Millhone has of professional experience in geotechnical and structural engineering on projects throughout California and Nevada. He has acted as lead structural designer on numerous hydraulic structures, slope stabilization, earth retention, shoreline protection, and temporary/permanent shoring projects. His project experience includes geostructural design of soil nail and tieback walls, temporary shoring, sheet pile cofferdams, mechanically stabilized earth (MSE) walls, culverts, jacking slabs, flexible debris flow barriers, landslide stabilization systems, erosion mitigation walls, and shoreline protection walls.


Jerry S. Pascoe, P.E., G.E. – Senior Geotechnical Engineer

Mr. Pascoe has over of professional experience in the geotechnical engineering field and is licensed in the State of California as both a Civil Engineer and Geotechnical Engineer. He has performed geotechnical investigations and consultation for a variety of projects including roadways, pipelines, canals, water tanks, bridges, parks, schools, military facilities, commercial/industrial/retail complexes, and residential. He has managed projects from design through construction including scope/cost development, review of plans and specifications, construction observation services, materials testing and special inspection. He has managed engineering staff, field technicians, special inspectors and subcontractors. He also conducts Phase 1 Environmental Site Assessments. Mr. Pascoe specializes in forensic investigations, pavement evaluations and design, settlement analysis, mitigation of expansive soils, slope stability analysis, landslide evaluations and remediation, and liquefaction studies. Mr. Pascoe is also a Certified ICC Special Inspector for Reinforced Concrete and a Participating Member of ASTM International.


Travis Koch, P.E. – Project Engineer

Mr. Koch has experience in civil/structural engineering design for a wide variety of projects. Specific project design experience includes various retaining wall systems, CMU public and private sector walls, bridge abutments, concrete basins, and minor roadways. His technical experience also includes 3D modeling and layout for civil design projects.


Adam DesJardins, P.E. – Project Engineer

Mr. DesJardins has experience in structural engineering design and construction observation for a wide variety of projects. Mr. DesJardins’ structural design experience includes various retaining wall systems, coastal bluff protection structures, environmental structures, concrete storm drains, and architectural structures. His technical experience also includes finite-element modeling for structural design. In addition to his design experience, Mr. DesJardins has performed construction observation services for several long-term construction projects, including construction of a large coastal bluff protection project over a 15-month period.


Casey Smith, P.G. – Project Geologist

Mr. Smith has experience in engineering geology, and has worked on a wide variety of projects within the residential, public works, solar, and hydroelectric industries throughout California. Specific project experience includes literature review, field exploration, geologic mapping, subsurface site investigation, footing and foundation inspection, and construction monitoring. Mr. Smith has been involved with numerous hydroelectric facility projects including foundation design investigations, borrow site evaluations, rockfall mitigation, relicensing studies, and new powerhouse feasibility studies. He is proficient in computer modeling of geologic and slope stability conditions utilizing specialized software including RockWorks, Dips, RocFall, Swedge, and RocPlane.
